A Message From Your President

     As the new year begins, the BR&CF is busy preparing for the Annual Meeting in April.  Although this may seem early to some of you, it is necessary that we get the proxy packet information printed and assembled in time to be sent to all members in early March.  Please review the information in this newsletter, which addresses the importance of returning your proxy.  Surprise me this year – let’s have an overwhelming response!  After all, those who participate affect the operation of your Fund.

     The Board of Directors met during the third week of January for their regularly scheduled Meeting.  Among other items of business, they determined that the BR&CF will continue the scholarship program and provide 20 scholarships of $1,000 to children of active BR&CF members.  Keep in mind that these scholarships are payable for a maximum of four years or until the student earns the degree level sought at the time of the initial award.  To be eligible for funding after the initial award, the student must maintain a GPA of 3.0.  As previously announced, the deadline for receipt of this year’s applications and all associated documentation in the BR&CF office is March 1, 2006.  We hope you have this newsletter in sufficient time to remind you to request an application and return it if you have not already done so.

     Recently, we received correspondence from the Railroad Retirement Board which addresses receipt of “Held Out of Service” benefits from BR&CF and claiming Railroad Unemployment.  In summary, the letter states, “. . . the Fund’s payments have no effect on entitlement to benefits under the RUIA.  Employees should not report Fund payments on their claims for unemployment benefits.”  Unlike others, the BR&CF does not pro-rate benefits against any unemployment benefits paid to our members.  Should you have any questions regarding this, simply give us a call.

     Something that many members are unaware of is that the BR&CF does not employ any “salesmen.”  With that in mind, we have realized an increase in our U.S. membership in each of the past two years.  We owe thanks to our members who participate in the Obtainer Program.  In many cases, the cost of their own BR&CF membership is paid from the monies they earn for obtaining other members, which is another benefit of BR&CF membership.  They simply carry a few applications in their “grip” when they go to work and provide an application to their co-worker(s) if the topic of “job protection” comes up (which it usually does).

Do you enjoy friendly competition?  Do you have a talent for taking pictures that suggest a theme or capture the might of a train as it winds its way across a picturesque landscape?  Could you use a little extra cash?  If so, you may want to enter our 18th Annual Photo Contest.

 

Send up to three of your favorite railroad-related photographs and you may find yourself the proud winner of $150 cash!  You may even be the lucky $300 grand prize winner!  All winning photographs will be reproduced in the 2007 BR&CF wall calendar, complete with photo credits, and may be posted on the BR&CF website. 

 

It’s easy – just follow the guidelines printed on this page and send us your entries so that they are received in the BR&CF office no later than July 7, 2006!

 

 

PHOTO CONTEST RULES

 

Eligibility: 

  • All active BR&CF members throughout the U.S. and Canada (except Officers and Directors) are eligible to participate.

 

Deadline: 

  • Entries must be received in the home office no later than July 7, 2006. 

 

Entry Requirements: 

  • Active members may submit up to three original color railroad-related snapshots taken by the BR&CF member. Computer enhanced photographs will not be accepted. 

  • Photo entries do not have to be of trains, but must be railroad-related. Your snapshot must be at least 3-1/2 " x 5" in size, and not larger than 8 1/2" x 11".  If your camera has a date option, turn it off so that the date does not show on your photo.

  • Provide your name, address, member number or social security number and a brief description of the photograph (we recommend printing the information on an adhesive label and attaching it to the back of your photo).  Suggested captions are encouraged.

 

Judges: 

  • Photo entries will be judged by the BR&CF Board of Directors during the July 2006 Board of Directors Meeting.

 

All photos submitted become the property of the BR&CF and cannot be returned.  Questions may be directed to the Principal Office.

 

 

Helpful Hints That Bear Repeating

 

We’ve printed these suggestions before, but offer them again this year to provide some helpful tips for taking quality photographs and entering them in the photo contest:

 

 -  A tiny speck of dust that can barely be detected with the naked eye becomes much more evident when the photograph is enlarged for reproduction in the calendar, so make sure your camera lens is clean.

 

 -  Turn off your camera’s date option.

 

 -  Your entries are not altered for publication, so position the subject of your photograph as you would like it to appear in the calendar.

 

 -  Be mindful of shadows.  They can sometimes enhance a photograph, but often they cause the picture to be too dark for reproduction.

 

 -  If you are using a digital camera and printing your own photographs, we encourage you to use quality photo paper.

 

 -  Label your photograph carefully.  We recommend writing the required information on an adhesive label and then affixing it to the back of your picture.  Make sure the ink doesn’t bleed onto other photos.

 

 -  Protect your entries for mailing with a lightweight piece of cardboard, and seal the flap of your envelope carefully so it doesn’t adhere to your snapshot.

Frequently Asked Questions?

 

Q:   Would I be eligible for “Held Out of Service” benefits if I accidentally suffer a permanent and disabling on-the-job injury?

 

A:  While most of us would rather not think about the possibility of a serious on-the-job injury, the reality is that, as railroaders, we are vulnerable to such risks.  As noted in Article XXXIII, Sec. 1-b, of the BR&CF Constitution, your job income protection benefits include such events.   While nothing can compensate for this type of loss, it is comforting to know that there are benefits provided when “Held Out of Service” as a result of dismemberment on the job.

Annual Meeting of the Members

Scheduled for April 22, 2006

 

One of the most significant events of the year is the mailing of proxy packets to BR&CF members in preparation for the Annual Meeting of the Members.  Watch for yours to arrive in early March.  Included in the proxy packet you will find a Notification of Annual Meeting, a BR&CF financial statement and a proxy card.

 

This year’s Annual Meeting is scheduled to commence promptly at 10:00 a.m. on April 22, 2006, in the BR&CF Principal Office in Harrisburg, Pennsylvania.  As a BR&CF member, you are welcome to attend the meeting.  If you think you will not be able to be present, we strongly encourage you to read the contents of the proxy packet, complete your proxy card and return it to us in the envelope provided.  Remember – it must be received in the Principal Office in Harrisburg no later than April 12, 2006. 

 

Why is returning your proxy card so important?  The Constitution calls for a quorum of the entire BR&CF membership to be represented in person or by proxy in order for the Annual Meeting to be conducted.  As a member, exercising your vote by proxy permits you to have a voice in the operation of the Fund even if you can’t travel to Harrisburg.

 

This year, in addition to the usual business, there are two positions up for election – the office of International Secretary-Treasurer and one Director’s seat.  Candidates’ profiles may be viewed on the BR&CF website at www.brcf.org.  Once you have accessed our home page, select “Members” and then select “Officer, Director and Candidate Profiles.”

 

 

 

FORMER INTERNATIONAL PRESIDENT

RUSSELL E. WILLIAMS DECEASED

 

We extend our deepest sympathy to the family of Russell E. Williams, former International President of the BR&CF, who passed away on Sunday, January 15, 2006 in Harrisburg, Pennsylvania.  Brother Williams was 91 years of age. 

 

Brother Williams began serving the BR&CF in 1951.  Throughout his career with the Organization, he held the offices of Assistant International Secretary-Treasurer, International Secretary-Treasurer and, most recently, as International President from 1964 until he departed the BR&CF in 1969.
