Summer 2005

A Message From Your President

Several of our members have contacted the Principal Office with concerns about the lack of adequate funding to support the continuation of Amtrak service.

I believe that as railroaders we have an obligation to contact our legislators and encourage continued federal financial support for Amtrak.  In view of the service that Amtrak provides and the continued decline of the number of employees on U.S. freight railroads, it is important that we do all we can to preserve the number of participants who contribute to railroad retirement.  It seems that the current administration in Washington would enjoy nothing more than to eliminate railroad retirement by merging it with the Social Security system.  It’s your future – you decide.

Our Annual Meeting was held on April 23, 2005.  Larry Galati from the Pittsburgh, Pennsylvania, area was elected as Assistant International President; Jesse Taylor from the St. Louis area was elected as Assistant International Secretary-Treasurer; and, Ken Holman from Houston, Texas, was elected as a Director.  Each was elected to a five year term of office.

All three of these brothers have been involved with the BR&CF for a number of years and have consistently displayed dedication to ensuring that our members’ rights and benefits are preserved.

John N. Craddock and Kevin R. Williams were honored at the Annual Meeting for their contributions to the BR&CF in the year 2004 – Brother Craddock as Top Obtainer and Brother Williams as Top New Obtainer.  Each received a plaque in appreciation of his efforts.

We had a good turnout for the Annual Meeting.  It was a pleasure to talk with some of the members whom we only get to see once a year.

Please don’t forget to submit your pictures for the Annual Photo Contest by July 8, 2005.  We anticipate enthusiastic participation from our members again this year, which will ultimately result in another great wall calendar for each of our active members.

Congratulations to all of our scholarship recipients.  Parents can be very proud of these young men and women.  Year after year we receive applications from worthy candidates from all over the U.S. and Canada, which makes the job of selecting the winners very difficult for the Scholarship Committee.  Keep up the good work!

Old Friends and New Travel to Harrisburg

For the BR&CF’s Annual Meeting of the Members

The BR&CF principal office was alive with activity as members gathered to attend the Annual Meeting of the Members on April 23, 2005.  As mandated by the BR&CF Constitution, the Annual Meeting was called to order at 10:00 a.m. with International President Richard Myers presiding.

Old and new business was handled with the participation of several members.  One of the most important events of the day was the election of three positions:  Larry V. Galati of Pittsburgh, Pennsylvania, was elected as the Assistant International President; Jesse E. Taylor of Troy, Illinois, was elected to serve as your Assistant International Secretary-Treasurer; and, Kenneth E. Holman of New Caney, Texas, was elected to fill a Director’s seat.  All three officers were previously serving on appointment to these posts.  We extend our congratulations to them and look forward to working with them in the service of our members.

A highlight of the Annual Meeting was the presentation of plaques to two members for their outstanding performance as obtainers.  John Craddock, of Vancouver, Washington, was recognized for being Top Obtainer for the year 2004 and Kevin Williams, of Collinsville, Illinois, was honored for being the Top New Obtainer for the year 2004.  Their contributions to the BR&CF are greatly appreciated.

We appreciate the interest of those who traveled to Harrisburg to participate and all those members who submitted proxies, which provided the required quorum for conducting the meeting.  Thank you.

2005 Luther G. Smith Scholarship Winners

Congratulations go out to the twenty outstanding students who have been selected as this year’s scholarship winners.  Each of these winners will receive $1,000 this year, with the possibility of earning up to a total of $4,000 over four years, providing they meet eligibility requirements which include maintaining a 3.0 GPA.

As you read of their educational accomplishments and goals for the future, you will see that many of these young people have participated in extracurricular activities, volunteered time to community service and held part-time jobs while earning grades worthy of receiving scholarship awards.

Our scholarship recipients are carefully selected by a three-member team of distinguished educators.  We are grateful for the dedication of these individuals, who have all enthusiastically served on the Committee since the very early years of the program:  Gary Dolbin, Supervisor, Cooperative Education, Dauphin County Technical School, 6001 Locust Lane, Harrisburg, PA 17109; Christel L. Ertel, former Dean of Admissions, Roger Williams University, who is presently satisfying another important role as a stay-at-home Mom; and, Dr. Donald Holtzman, Senior Director of Student Life and Enrollment Services, Penn State Harrisburg, 777 West Harrisburg Pike, Middletown, PA  17057-4898.  Correspondence for Ms. Ertel may be sent to her in care of the BR&CF, 2150 Linglestown Road, Harrisburg, PA  17110.

Selection of the winners is based on a number of factors, including such criterion as the grade point average, degree of difficulty of the students’ courses, financial need and hardships.

It is, of course, impossible to provide scholarship awards to everyone who applies, so if your child did not receive one this year, please encourage him/her to apply again next year.  Remember that your children are eligible to apply even if they are already attending college, up to age 27.  Applications for the 2006 Luther G. Smith Scholarship Program will become available on October 1, 2005.  Details will be provided in the Fall 2005 issue of the “Highball.”

Frequently Asked Questions?

Q:  If a member is removed from service at the time an infraction occurs, when do benefits commence?

A:  It is necessary that we wait for the conclusion of an investigation and assessment of discipline prior to beginning benefit payments.  In most cases the carrier will include any period prior to the investigation that a member was withheld.  We encourage our members to have the investigation as quickly as possible to avoid any delay in receiving benefits.

If a member elects to waive his right to an investigation, the process is generally a little faster.  Usually, the carrier will incorporate the discipline in the waiver.  Make sure any time withheld is included.

Just as a note – ensure that your representative at the investigation protests any period withheld prior to the investigation.  Get it in the transcript!  Although it may not alter a decision to assess time off, it may be very important on appeal.  It shows prejudgment.
